Your contractor quotes cabinets, flooring, paint, and labour. Your final bill includes a whole layer that quote never mentions — permissions, utility changes, waste handling, and the contingency you will almost certainly spend. Building NOC and admin fees

Most towers and communities require a No Objection Certificate before any work starts, and often additional admin charges for refundable deposits, worker access cards, and coordination.

DEWA and MEP change allowance

If your renovation moves electrical circuits, HVAC ductwork, or water points, DEWA or the building's MEP contractor may need to inspect, modify, and re-certify. Even small changes can trigger call-out and certification fees that are nowhere in the fit-out quote.

Set aside 2% to 5% of your contractor quote for MEP surprises — more if you are relocating a kitchen or bathroom.

Haul-away, skip bins, and site logistics

Waste removal is billed per trip or per skip-bin rental, and it is rarely in the lump sum. On top of that you may pay for:
